Maryland Transit Administration – Compliance Auditing and Permit Support
The Maryland Transit
Administration (MTA) is responsible for bus, light rail, and subway
transportation throughout the Baltimore, Maryland area. Their light rail
services also extent to Washington, D.C. and beyond to West Virginia. The MTA
has six maintenance facilities throughout the Baltimore area to support their
various services.
The MTA maintenance facilities
deal with compliance issues related to air emis-sions, wastewater and stormwater
discharges, solid and hazardous waste genera-tion and disposal, underground and
above ground storage tanks, and toxic sub-stances. In addition to the general
federal, state and local requirements governing transportation related
activities, their location in Baltimore requires compliance with regulation
particular to the Chesapeake Bay watershed.
ATR staff was
tasked with conducting comprehensive multidisciplinary environ-mental compliance
audits at each of the maintenance facilities and identified alternative
procedures and pollution reduction designs for problem areas identified during
the audits. Once the compliance audits had been completed, ATR staff assisted
the MTA in obtaining a General Stormwater Discharge Permit and a Title V Air
Emissions Permit through the Maryland Department of Environment. As part of the
General Stormwater Discharge Permit effort ATR staff developed Stormwater
Pollution Prevention Plans for all six MTA maintenance facilities.
