Defense Energy Support Center – Comprehensive Environmental Compliance Audits
The Defense Energy Support Center (DESC), within the Defense Logistics Agency,
is tasked with procuring and supplying fuel to all of the services within our
Armed Forces. The DESC headquarters is located at Fort Belvoir in Fairfax
County, Virginia. The DESC has five regional support centers throughout the United
States. In addition, the DESC has supply centers located in both Europe and
Asia.
ATR staff was tasked with
conducting comprehensive environmental compliance audits of the five DESC
regional support centers as well as four supply centers located in South Korea.
These audits were conducted as part of the overall Department of Defense
compliance strategy requiring tri-annual external audits.
The protocol used was
based on the U.S. Air Force, Environmental Compliance Assessment and Management
Program (ECAMP). This program requires a review of 13 environmental compliance
protocol areas including CAA, CWA, SDWA, RCRA (Subtitles C, D & I), CERCLA/SARA, TSCA,
FIFRA NHPA, ESA, NEPA, as well as Hazardous Materials and Health and Safety
Management. In addition, all pertinent state (or host county) and local
requirements were reviewed.
ATR staff
developed detailed reports discussing facility conditions, identifying pertinent
regulations and requirements, establishing compliance schedules, and detailing
compliance deficiencies for each of the audited facilities.
