Phase I, Phase II ESAs and EBSs
Phase I and Phase II Environmental Site Assessments
ATR Associates' key personnel have conducted literally hundreds of environmental site assessments (ESAs). We prepare
commercial ESAs in general
conformance with the ASTM E 1527-00 Standard Practice for Environmental Site Assessments: Phase 1 Environmental Site Assessment Process, but
can modify this approach to include other relevant environmental concerns.
If your site is large and rural, we can perform the ESA under ASTM's E 2247-02
Standard Practice for Environmental Site Assessments: Phase I Environmental Site
Assessment Process for Forestland or Rural Property.

Standard Guide for Environmental Site Assessments: Phase II Environmental Site
Assessment Process. As always, ATR Associates works with clients to develop
scopes of work that address all of their needs and special requirements. In many
instances, if requested by the client, we will include a 'so what' section to
the audit that goes beyond simply pointing out potential environmental
conditions, and provides a summary of potential liabilities and suggested 'next
steps'.
Environmental Baseline Studies (EBS)
ATR Associates
prepares environmental site assessments for federal properties according to
federal Environmental Baseline Survey (EBS) guidelines. Our
key personnel have conducted EBSs in accordance with the Department of the Army
“How-To” Manual for the Preparation of Environmental Suitability Documents,
Air Force Instruction 32-7066 Environmental Baseline Surveys in Real Estate
Transactions, and the National Park Service's, Level I and Level II
Pre-acquisition Environmental Site Assessment Guidance Manuals.

RCRA/CERCLA/Brownfields and Voluntary Cleanups
ATR Associates' initial focus was on hazardous waste investigations, feasibility
studies, and remediation under the federal RCRA and CERCLA programs. We
have provided these services throughout the Eastern U.S. and the Mid-west.
We pioneered the concept of risk-based corrective action and closure.
Recent activities have focused on Brownfields and Voluntary Cleanup projects.
ATR Associates can perform the full range of investigation and engineering
services. We generally develop the strategy and plans, subcontract various
field and laboratory functions, and then prepare draft and final reports.

Risk Assessments
ATR Associates
has prepared both human health and ecological risk assessments since its
incorporation. The key staff have performed risk assessments for over 20
years. We are thoroughly familiar with the U.S. EPA's Soil Screening Level
(SSL) and the ASTM Risk-Based Corrective Action (RBCA) procedures. We are
also familiar with many of the state modifications to those procedures. We
have recently prepared risk assessments for the Pennsylvania Act 2 program, the
Virginia Voluntary Remediation Program, the D.C. UST program, and the Maryland
Voluntary Cleanup Program. ATR Associates is assisting the Illinois EPA
Bureau of Land revise its Tiered Approach to Corrective Action Objectives (TACO)
rule, and will provide training to IEPA Project Managers when the final rule is
approved.
