RCRA/CERCLA, Brownfields and Voluntary Cleanup Programs
ATR Associates' staff has worked on CERCLA and RCRA projects since the
beginning of those programs. We have assisted numerous clients in the economic and technical evaluation of Brownfields projects, and in obtaining closure under several state Voluntary
Cleanup Programs.
RCRA/CERCLA
While administered under two different regulatory programs, the technical
aspects of these programs are similar. We have performed:
• RI/FS/FFS/RD
- Sampling and analysis of environmental media
- Statistical analysis of environmental contaminants
- Feasibility studies of incineration, solidification, pump-and-treat and
other remedial technologies
• RFI/CMS/RD/RA and Closure
- Closure of lagoons at chemical
facilities, foundries, and refineries -
Corrective action at petroleum landfills and refinery tank farms

Brownfields
ATR Associates staff have performed numerous Phase I and Phase II Environmental
Site Assessments (ESAs) over the past fifteen years for private clients, banks,
and government clients. We are thoroughly familiar with the ASTM Standards
for such studies, and with the most recent USEPA 'innocent landowner' and 'all
appropriate inquiry' (AAI) actions. ATR Associates staff meets all
requirements for an Environmental Professional under proposed 40 C.F.R §312.10(b). In addition to Phase I and Phase II ESAs,
ATR Associate assists clients in:
• Site Assessments
- Sampling and analysis of environmental media
- Statistical analysis of environmental contaminants
- Feasibility studies of remedial technologies
• Remediation Planning, Design and Oversight
- UST/AST removal
- Lead and asbestos remediation
- Remediation of contaminated soils and
ground waters

Voluntary Remediation Programs
ATR Associates staff have performed site activities under several state
Voluntary Remediation Programs from Illinois to Delaware. Many of the
state Voluntary Remediation Programs are based on slight variations of either
the USEPA's SSL or the ASTM RBCA approach. Of course, each state has its
own administrative procedures, forms, and report organization. However,
ATR Associates is thoroughly familiar with the technical aspects of these
programs. We find that the administrative requirements are generally
straightforward. With respect to Voluntary Remediation Programs we have
performed:
• Site Assessments
- Sampling and analysis of environmental media
- Developed risk-based remediation goals
- Feasibility studies of remedial technologies
• Remediation Planning, Design and Oversight
- UST/AST removal
- Lead and asbestos remediation
- Remediation of contaminated soils and
ground waters
• Performed projects in Illinois, Virginia, District of Columbia,
Pennsylvania, and Maryland •
Developed commercial software (TACOPlus!) to calculate remediation goals •
Conducted training for commercial and state Project Managers
