Risk Assessments
ATR Associates' staff has performed risk assessments at CERCLA and RCRA projects for over 20 years. We are experienced in
both ecological and human health risk assessments. We have prepared risk assessments under both federal and state
programs using both the Superfund Soil Screening Level (SSL) and the ASTM Risk-Based Corrective Action (RBCA) approaches.
Baseline Risk Assessments
Most of the U.S. EPA and state programs that involve risk evaluation involve the preparation
of a baseline risk assessment, or at least, the various activities that comprise
a baseline risk assessment. This it the basic 'information gathering'
stage that serves as the basis for all subsequent analyses. ATR Associates
has performed numerous projects that involve:
• Data Collection and Evaluation
- Sampling and analysis of environmental media
- Statistical analysis of environmental contaminants
• Exposure Assessment
- Fate and transport modeling in soils, air, groundwater & surface water
- Linked groundwater transport from sites and vapor intrusion into
buildings
- Biodegradation and natural attenuation studies
• Toxicity Assessment -
IRIS/HEAST - Re-evaluation of
toxicological information • Risk Characterization
- Calculation of Hazard Indexes and Risks for
single contaminant and mixtures

Remediation Goals - How Clean is Clean?
ATR Associates staff has been answering that question since the beginning of the Superfund program.
Once it has been established through a baseline risk assessment that a problem
exists, it remains to calculate media concentrations which, if achieved, would
reduce the risk to an acceptable level. ATR Associates has performed
numerous such 'How Clean is Clean?' analyses, and has saved clients literally
millions of dollars in cleanup costs. We have, for example:
• Developed cleanup objectives for CERCLA and RCRA Corrective
Actions - Petroleum landfills releasing
contaminants to ground- and surface waters -
Foundry waste sites releasing contaminants to ground waters
- Chemical facilities releasing contaminants to air and ground waters
- Many, many, other situations
• Developed risk-based cleanup objectives for state Voluntary Action Programs, including:
- Illinois, Virginia, Pennsylvania,
District of Columbia, Maryland -
Developed commercial software to calculate remedial objectives under both
the
EPA SSL and ASTM RBCA procedures
• ATR Associates is approved for:
- Site Management in North Carolina -
Subsurface investigations in New Jersey
